bug in systemd-networkd and router advertisements

Hi,

I'm wondering if I found a bug in how systemd deals with router
advertisements or whether I'm misunderstanding the manual.

I'm running debian stretch/stable. and the systemd package version is:
232-25+deb9u3

I the manual I find the following:

       IPv6AcceptRA=
           Enable or disable IPv6 Router Advertisement (RA) reception
support for the interface. Takes a boolean parameter. If true, RAs are
accepted; if false, RAs are ignored, independently of the local
forwarding state. When not set, the kernel default is used, and RAs are
accepted only when local
           forwarding is disabled for that interface. When RAs are
accepted, they may trigger the start of the DHCPv6 client if the
relevant flags are set in the RA data, or if no routers are found on the
link.

If this value is set to 0, it works as accepted and no routers get set.
if I leave it undefined however, it accepts a default route for the
interface.

I sysctl however, accept_ra=0 for the interface, for 'all' and for
'default', autoconf is also disabled for these.

Is this a bug in systemd-networkd or am I misunderstanding where it gets
the default setting?
