Bug#903902: systemd: vlan-id is not reconfigured when restarting systemd-networkd

Package: systemd
Version: 232-25+deb9u3
Severity: important
Dear Maintainer,
When reconfiguring the vlan-id in the .netdev file and then restarting
systemd-networkd, the interface keeps the old vlan-id instead of the one
configured in the netdev file for that vlan.
I ran into this when trying to correct a incorrectly configured vlan on
a live router. When rebooting the machine the vlan-id gets set correctly.
Thanks!
