I've forwarded this issue upstream and there came up questions like in
https://github.com/systemd/systemd/issues/9501#issuecomment-402653536
which I can't really answer without having the 4.18 kernel available.

Would be awesome if you can followup on the upstream bug report and
answer the questions Ian Kent has.
