Most likely, or in one of the libraries sddm uses:

Seems users have been running into this with systemd v238, so I'd say
it's not a systemd regression in v239.

The upower related start failure looks indeed like an entirely different
issue. If I had to guess I'd say it's a  missing kernel option.
