there is some discussion going on upstream atm at

Your ticket has been closed as not a bug in systemd.

Thought I'd let you know in case you want to chime in and provide your
feedback to the upstream discussion.
I didn't have the time yet to digest this particular information in
those upstream bug reports, but the prospect of declaring all udev rules
files using "positive" add or change events buggy, seems kinda meh.
