Fwiw, I can't reproduce
# machinectl shell debian
Connected to machine debian. Press ^] three times within 1s to exit session.
root at debian:~# systemd-detect-virt
systemd-nspawn
root at debian:~# dash
# systemd-detect-virt
systemd-nspawn
This is on stretch.
