systemd-rfkill seems to to be a symptom of your problem not the cause.
"something" is triggering rfkill block/unblock requests for your WiFi
hardware and systemd-rfkill reacts on that.

Can you provide a "udevadm monitor" log with systemd-rfkill masked and
one without it being masked.

Ideally mark in the log when the disconnects happen.
