Bug#792777: fails to send email on failure; falls over on circle at start of systemctl status

I've found a workaround: Set the environment in the service file. Run
`systemctl edit cron-failure at .service` and insert

```
[Service]
Environment=LC_ALL=C.UTF-8
```
