Dear Maintainer,

I tried adding a user-specific file to
~/.config/user-tmpfiles.d/chromium-cache.conf,
expecting this to be used when logging in.

The user systemd-tmpfiles-setup is disabled by default (couple weeks
old buster installation).

I was able to remedy the issue with executing "systemctl --user preset-all",
but this normally should not be required. There are further differnces
in enabled units.
