Bug#911408: dnsmasq breaks systemd autopkgtest

I fixed (or rather, worked around) this recently in
https://github.com/systemd/systemd/pull/11784

I spent several hours trying to configure dnsmasq 2.80 to be an authoritative
zone server with various combinations of --address, --auth-server, --auth-zone,
--local-service, and others, and then gave up. It's not that important, we can
live with the little hack in the networkd test. That worked [1].
(Note, now they fail again, but on a different reason, I'm investigating that in
[2]).

Not sure if this is an actual regression in dnsmasq, I leave it for the package
maintainer to decide whether to close this.
