Or we make the systemd (and the udev) package depend on systemd-dev
until all packages have transitioned.
Having a non-dev package depend on a dev package is a bit odd though.
We quickly discussed this on IRC and we concluded that a single
systemd-dev package (which possibly has a versioned Provides: udev-dev)
is probably a good thing to do.
I'm currently undecided whether to make this split before or after the
buster release.
