	Try this:
	- Have a rescue boot volume handy (CD, DVD, USB stick, etc.).
	- Save off a copy of /boot/initrd.img-4.18.0-?-amd64 (or whatever
	  your actual version is) to a safe place.
	- As root, run "update-initramfs -u -k all".  The "-k all" arguments
	  will update all available initramfs images to contain udev 240-2
	  (not just the latest one).
	- Reboot.

	If your experience is anything like mine, you will once again be
dropped to an initramfs prompt with no modules loaded, illustrating that the
problem is not kernel-specific.

	- Reboot using the rescue disk, and move your working initrd.img.*
	  file back into place; reboot.

	BTW, someone might want to have a word with the DEB repository
people and have them put back 239-15, because 240-x is clearly not ready for
prime time.
