I'm now convinced this is just another incarnation of

Sorry for not thinking about this earlier.

The only difference seems to be, that with v240 it has become more
likely that this race condition is triggered.

We've been waiting a while for a start-stop-daemon with a proper fix,
i.e. implementing the sd-notify protocol:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=910707

Maybe someone has an idea how we can help to speed up the process of
getting a start-stop-daemon with sd-notify support.
