Hello Michael,
I have try your udev240-3, unfortunately it fails in the same way as udev240-2. Due to a lack of PS2 keyboard I can't run your suggested commands in the initramfs shell.
One thing was other than I expected:
I have booted with 4.18 initrd image running 4.18 kernel, checked via uname. After installing
- udev_240-3~test0_amd64.deb
- libudev-dev_240-3~test0_amd64.deb
- libudev1_240-3~test0_amd64.deb
via dpkg -i *.deb only initrd.img-4.19.0-1-amd64 was rebuilt, although 4.18 kernel was running.
With the above mentioned udev packages I can boot into 4.18 but not into 4.19.
