Those bits are still experimental in v239 and I would consider them more
of a tech preview, which is why I decided to not ship support for that
in the Debian package (for now).
We will reconsider at a later point once it has matured.

The thing is, as soon as I enable support for portabled, some users will
try it and most likely run into problems and report bugs.
With the limited time I have, I prefer to focus on more important bits
of systemd.
