I have built and tested udev 240-4 with these patches:

and the one in the attach

it works, however I can't reproduce the bug if I remove the
--wait-daemon argument, so I am not sure in practice, but at least in
theory it seems to be the correct approach to fix this issue

@Bill Brelsford: is the problem gone with the 240-4 version? if not,
can you test udev with these patches applied? thanks!
