It seems to work for me:
$ sudo sysctl net.ipv6.conf.default.disable_ipv6=1
net.ipv6.conf.default.disable_ipv6 = 1
$ cat /etc/systemd/network/test.netdev

$ cat /etc/systemd/network/test.network
