Well, the systemd-analyze dump you attached to this bug report shows
systemd-networkd.service as inactive. And you also said this:

ifup is provided by the ifupdown package.

Please provide logs, which show that systemd-networkd is actually active
and share your networkd network configuration.
It's really hard to make sense out of this bug report.
