/etc/network/interfaces is not a systemd config file, so it seems your
network interface is managed by ifupdown.
So I'm reassigning this to ifupdown. Hopefully the maintainers can help
you further.
It would be a good idea if you attach the output of
reportbug --template ifupdown

to the bug report.
