Thanks for your bug report.
To make it easier to reproduce, can you please attach the (dummy)
services to illustrate the problem and also explicitly list the commands
you used.
Also, as you mentioned that this is not a Debian specific problem, it's
usually best to file such issues upstream at
https://github.com/systemd/systemd/issues
Can you do that?
