I can at least confirm that I didn't see the new entry when upgrading
udev. The NEWS entry looks correct though and apt-listchanges seems to
think it showed it:

# apt-listchanges --profile=apt --dump-seen | grep systemd
libconfig-model-systemd-perl 0.239.1-1
systemd 241-4
