Bug#943981: Proposal: Switch to cgroupv2 by default

Hi Noah,

I plan to upload v243 to unstable soonish and will revert back to hybrid
for the time being.

That said, I started filing / user tagging bugs:

Please *do* test cgroupv2 / unified hierarchy (by booting with
"systemd.unified_cgroup_hierarchy=true") though and report any issues
you find. This would be very much appreciated.

by) for the bug reports you file.
