I can't reproduce this issue.
# debootstrap sid /srv/chroot/sid
..
I: Base system installed successfully.
# chroot /srv/chroot/sid/
# mount -t proc none /proc/
# udevadm trigger --subsystem-match=block --action=change
Running in chroot, ignoring request.
Can you be more specific how you setup your chroot so we have a chance
to reproduce the problem?
