No, systemctl requires the org.freedesktop.systemd1 D-Bus interface.
This D-Bus interface is provided by the systemd --user instance that is
started by libpam-systemd.

Upstream has removed the dbus stub file, because it is unnecessary. The
Debian package just follows that upstream change.

systemctl --user works just fine if you start systemd --user via
libpam-systemd (as it is supposed to).
