Sorry, but I can't, because I did not test it with the pure upstream 
sources.

Moreover, I do not see this issue on Ubuntu 19.10
udev:
   Installed: 242-6ubuntu1
   Candidate: 242-6ubuntu1
   Version table:
  *** 242-6ubuntu1 500
         500 http://ru.archive.ubuntu.com/ubuntu eoan/main amd64 Packages
         100 /var/lib/dpkg/status

So I guess there is something about Debian-specific patches/configuration.
