Thanks for the log.

It shows that systemd has completed the shutdown successfully, unmounted
all filesystems etc cleanly.
After that, systemd simply triggers the reboot() system call. If that
fails, it's a kernel issue and no longer under systemd's control.

Could you also provide a log file from a failed/hanging shutdown?
Please also make sure to add the kernel command line parameters as
described in the README.Debian
The log message you attached looks suspiciously non-verbose.
