I had another look and noticed that the .mount unit had WantedBy= on the
underlying device which kept the .mount unit from being recycled.
A bit of digging showed
https://github.com/systemd/systemd/pull/11373
does fix the issue which was merged right after the v241 release.
The patch is simple enough that I'll consider it for the 10.2 point release.
