If it is not, then you must have deleted it.
udev.postinst has this:


    # Make /dev/dri/renderD* accessible to render group
    addgroup --quiet --system render


There is obviously a slight chance that there is a bug in adduser, but I
highly doubt that.

What does getent group render say?
What's the output if you run  addgroup -system render?
