Bug#940840: systemctl --no-ask-password restart apt-daily-upgrade.timer hangs indefinetely

Requires=systemd-timesyncd.service + After=systemd-timesyncd.service to
be precise.

I now also tested a buster VM and can't seem to get
systemd-timesyncd-wait-time-sync work with neither chrony nor ntp.
It did work with systemd-timesyncd (took about 20secs until
time-sync.target was reached).
It was a default default buster VM with a 4.19 kernel

My previous test was under unstable with kernel 5.2 and systemd v243
