backport disabling srv record compression (upstream 9828)

https://github.com/systemd/systemd/pull/9828.patch what I'm requesting
to be backported.

I'm only requesting this for stretch (I don't think any earlier releases
are still supported).

It looks like it will be a one line patch with two lines of comments.

I may be able to propose this myself if that's what you'd like, but I'm
not quite familiar with the process for backporting a patch like this
within debian.
