Thanks for your additional information. It was very helpful.

From what I read at
https://github.com/systemd/systemd/commit/708961c7011b7578d3e6e10ca463d15edb62b5c1
(which is the commit responsible for this issue), this change appears to
be deliberate and maybe resolvconf just needs to add a
RemainAfterExit=true to resolvconf-pull-resolved.service.
Let's see what upstream has to say.
