They are both installed.

libpam-systemd seems to be enabled properly:
$ rgrep pam_systemd.so /etc/pam.d/
/etc/pam.d/lightdm-greeter:session   optional pam_systemd.so
/etc/pam.d/runuser-l:-session	optional	pam_systemd.so
/etc/pam.d/common-session:session	optional	pam_systemd.so

[with 246.6-5] I got a XDG_SESSION_ID defined and /run/user/<uid> is 
properly created too.

As for policykit, the polkit service is running. How can I test it works 
well?
