While setting net.core.default_qdisc=fq_codel at my site,
I noticed that systemd already did so... but Debian systemd didn't.

It turns out that this is due to

    systemd (204-9) unstable; urgency=medium

      [ Marco d'Itri ]
      * Do not install sysctl.d/50-default.conf because the systemd package
        should not change kernel policies, at least until it will become
        the only supported init system.

That is entirely reasonable.
But can we at least have a copy of 50-defaults.conf in documentation?
That will make it easier for me to opt-in to it (e.g. with a simple symlink).

I was thinking just something like

    debian/systemd.examples:
      sysctl.d/50-defaults.conf

PS: if the position is "don't change kernel policies",
    why is 50-pid-max.conf being shipped?

PPS: if systemd shouldn't change the kernel's policies,
     are there open bugs against linux to change the kernel policies there? ;-)
