Dear maintainer,

please repair the precedence for the user's service units.

having an example.service unit in ~/.config/systemd/user overrides it's 
counterpart in /usr/lib/systemd/user.

however having example.service in /etc/systemd/user is not getting 
overrided by ~/.config/systemd/user
