Please provide a verbose debug log of a boot where the interface is
named eth0 and a second log of a boot where the interface is named
enp0s31f6. [1] has instructions how to do that.

Please also include the output of
udevadm info /sys/class/net/eth0
respectively
udevadm info /sys/class/net/enp0s31f6
