The error was reported by systemd-udevd. Do you mean that udev
just reports an error from the kernel? It is not clear whether
something needs to be changed in the configuration (but
/lib/udev/hwdb.d/60-keyboard.hwdb have something similar for
another device, so that may indicate at least something wrong
with this file) or there is something wrong with the kernel.
In the latter case, the bug could be reassigned to the kernel.
FYI, the issue is not new (I can see it in the beginning of
my log file, in January 2019) and it is still occurring with
linux-image-5.4.0-3-amd64 5.4.13-1.

Note that the configuration itself is working: with it, F13 gives
the Insert key as wanted. So, another possibility is that udev
does something unnecessary.
