Have you rebooted the system after the dist-upgrade?
If not, does the problem go away after a reboot?

Is something like AppArmor, Selinux, etc enabled?

For completeness sake, can you run
reportbug --template systemd
on the affected system.
This will create a file /tmp/reportbug-systemd-backup-* and attach it.
