Is it possible to mix systemd and non-systemd in a rules file?

Is that a package that is shipped in the Debian archive?

Are you targetting different distros here or what is the use case?

What's the problem with shipping a .service file, even if you don't use
it ? I don't quite see the problem here, tbh.
