Is it possible to mix systemd and non-systemd in a rules file?

And back to your question.
It's unwanted because I don't want my first (non-systemd) package to
mention anything systemd.
Is it problematic? Maybe not, I haven't tried it yet. If you think it's
not problematic, I can try it, but I feel like I'm fumbling around and
there is something simple I"m missing on how to craft the rules file.
