That sounds like your autopkgtest images do not have network/internet
access (probably due to missing ifupdown).
Which test specifically is failing?

See also section "Network access" in
/usr/share/doc/autopkgtest/README.package-tests.rst.gz

I'm not entirely sure if we actually need unrestricted internet access
or if you are simply missing access to an apt proxy.
If simply apt fails, I wouldn't consider this a bug in the test but
rather in how your test image/environment is setup.
