Duplicate of #964926 afaics.
Would you be willing to test the current changes in
https://salsa.debian.org/systemd-team/systemd/-/commits/debian/buster/
specifically 4bdc4f8c and efe7d941 and confirm they fix all issues you
have with the new kernel?

Those changes are scheduled to be part of the next stable release.
