Bug#969489: systemd: systemctl can hang up waiting for device nodes that are already mounted

I don't think it's a duplicate. #947806 is getting stuck waiting for
dmraid nodes to come up so filesystems can be mounted.

This #969489 is something took a dependency on an implicit unit that
probably shouldn't have a dependency on that unit.
