eBPF requires root privileges, so this is supposed to fail. This is a 
kernel limitation.
That's probably the reason by DefaultIPAccounting= was not added to the 

default user.conf in the first place.

Aside from fixing the kernel to allow rootless eBPF, there is not a lot 
systemd can do (and no, making it setuid is not an option).

Not sure what I should do with this bug report (besides closing it).
