I'm not sure about before the release, but we do include new upstream
bugfix releases of packages like Postgresql or the Linux kernel in
stable releases.  Postgresql is also a key package, though "only"
because of popcon[1].  And Firefox even gets new major releases, but I
think new Postgresl bugfix releases are the better comparison here.

So new systemd stable releases (i.e. 247.3 -> 247.6) might be
acceptable to get included in point releases, but it obviously depends
on the changes.  I don't think the diffstat above would be too large a
problem.
