Nope, MR 18 only adds debian/salsa-ci.yml. After you merged that, I rebase MR
17 on top of it which will run the testsuite and show us that the pipeline is
green.

If we do it the other way round, then it could potentially happen that I push a
badly tested commit into MR 17 which will only be found out after MR 18 gets
merged afterwards.

So I think it's smarter to merge 18 first and then rebase 17 on top of it.
