Which version of systemd are you using?
Please try with the latest one from unstable or testing and verify if 
you can reproduce the problem.
A journal log would probably be helpful as well.

I'm not really familiar with multi-seat and since the Debian systemd 
package doesn't carry any custom patches in that regard, my advice would 
be to file this upstream at 
https://github.com/systemd/systemd/issues/new (assuming you can verify 
this with v247).
