Question about using dh_installsystemduser

Good Evening,

I am trying to incorporate using dh_installsystemduser in my package
mmsd-mm:

https://source.puri.sm/kop316/mmsd/-/tree/debian/modemmanager/latest/debian

I have figured out how to invoke "dh_installsystemduser", however, it
does not start the systemd user service on installing, nor does it stop
it when uninstalling. I tried to explicitly call "dh_systemd_start",
but that is of no help.

What is needed in order to get my user service file to properly start
and stop?
