I tested systemd v241 + cherry-pick  → triggers the error
After installing libseccomp from bpo → the error is gone

If systemd from bpo + libseccomp 2.3.3-4 is working for you, then there 
might have been follow-up changes to systemd. If you are willing to dig 
deeper, then we can keep this bug report open.
I'll leave it up to you, if you want to close it or not.
