When I wrote the lines above I had hoped it would be something easy,
like differing kernel versions. But then I found the version in the
test metadata files, and they look identical :-/

My next best guess would be something in the lxc area, which
privileges are exposed to the containers. Or maybe which cgroups are
being made visible.

Maybe the lxc or systemd folk could help us, if they find some time?
