timedatectl is not the only executable showing this behaviour,
basically all tools shipped by systemd which display table formatted
information, fill up the space so you have full columns.

Since this is not a downstream integration issue, please raise this
upstream at https://github.com/systemd/systemd/issues/new
and report with the upstream bug number.
